Nairobi International Convention on the Removal of Wrecks, 2007

The RMI ratified the Nairobi International Convention on the Removal of Wrecks, 2007 (the “Convention”) on 30 September 2014 and deposited its instrument of accession with the IMO on 27 October 2014. The Convention entered into force on 14 April 2015.

RMI Registered Ships

Each RMI registered ship of 300 GT and above shall be issued a Certificate of Insurance or Other Financial Security in Respect of Liability for the Removal of Wrecks (WRLC) attesting that insurance or other financial security issued in the name of the registered owner is in force in accordance with the provisions of the Convention. Such ship, in accordance with Article 12 paragraph 11 of the Convention, shall be restricted in its operation unless a WRLC has been issued to it and is carried on board the ship at all times.

A WRLC shall be issued by the RMI Maritime Administrator (the “Administrator”), or an official who is authorized to act for and on behalf of the Administrator, upon receipt and approval of proof of insurance or other financial security submitted by, or on behalf of, the registered owner.

Non-State Party Ships

With respect to a ship not registered in the RMI but in a non-State Party to the Convention, the Administrator may, upon request from the registered owner or operator of the ship, issue a WRLC to it to certify proof of liability insurance or other financial security is in force in accordance with the provisions of the Convention.

To obtain a WRLC from the Administrator, please complete the Nairobi International Convention on the Removal of Wrecks, 2007 Non-State Party Vessel Application Form. As you navigate the application, you will be asked to upload the following documents:

• proof of protection and indemnity cover in force in the form of a “cover note” or similar confirmation, sometimes referred to as a “Blue Card,” which verifies that insurance coverage, including wreck removal coverage, is currently in full force and effect for the ship, issued by a member Club of the International Group of P&I Clubs; and
• a copy of a valid ship Certificate of Registry or other evidence of registration or intended registration provided from a flag State.

This form allows for the submission of multiple vessel applications and may be expedited by the Administrator.

Once the application has been accepted, an invoice and payment instructions will be sent to the requesting entity’s email address as provided on the application.

Upon receipt of payment, the WRLC will be emailed as a signed electronic document to the email address provided in the application.
